I am looking for a service to advertise and show the property as well as screen the candidates. 

what the other investors told you is probably correct but where you advertise for sect 8 are the same places you advertise for paying  tenants.  

Another option is similar and advertise them as handyman specials, and do the same repair schedule with them.

I actually look at my junk mail which helps me get a feel for who’s who in town, which restaurants are popular, which other agents are dominating the advertising market, and get ideas for others to partner up with like cleaning services, lawn care people, insurance brokers, etc.

If it would cost a certain amount of money and time to advertise and show new potential applicants, you can offer to deduct that amount from the tenant's full liability and see what the response is.Hope that all makes sense.

A lot of property managers are starting to have hidden fees for every detail of their job (i.e. listing fee, eviction insurance fee, advertising fee, etc).
