@Karoline King I would say yes if the numbers work and you have access to a reliable property manager.  

I don’t mind putting in the leg work and dealing with the hassle, headaches and troubles you may not experience in A/B neighborhoods.

Also let them know if they don't fix it to your liking you will hire a different contractor to complete the work and the cost will be deducted from whatever they are owed. 

Hard work and enthusiasm will get you far in the investing world. 

I'd follow up with local courthouse to see if i can get more info and finally, if it all looked go that point, i'd pay for some title work and then get my cash ready and prepare to bid (All things being equal) when the sale date comes.

If I was getting over 2000 of work done I’d want some kind of signed contract stating the scope of the work and terms involved 

I have 4 properties i have been looking at 1 being a close friends relatives that needs work and they are willing to sell below market value for Ny i appreciate your response tho man !!
