I'm not personally willing to go there, but if you have experience in those areas and are comfortable with it then it may be possible.Also, class Ds will likely need rehab, so you may need to lower your sights to 2/3/4 plexes.

In general though, if you're able to buy cash, do the rehab with cash (and avoid a "back seat driver" - IE the lender - during your rehab), that is ideal.

Then I would suggest putting in an offer with an inspection contingency to allow you time to visit the site/area personally, but giving yourself the ability to back out if you aren't comfortable.
