Since you are not able to access the property, you just have to assume the worst and try to figure your costs of repairs by the worst scenario. 

Interestingly, I found out that I am not able to get any information on the cleaning company that my realtor produced for me.

Does the language of the law mean that I am not able to terminate the upper unit tenant's lease because the lower unit (similar size/layout) will be vacant?
