Go back and verify that the Neutral and Hot are not crossed - - This WILL ruin equipment which has a three pronged cord and gets mated to a two prong outlet via a converter.Any hardware store can provide an outlet polarity tester ~$7-$8

The property is not for sale currently but maybe I can convince the owner to sell it anyway.Would I be able to find records on a commercial property at the county office just like residential and multi-family or is there another department I have to look in?

Typically, if you are doing repairs on your own property you don't need a GC license, but you should check with the building department in the town or city that you will be operating in.
