Many times when people don't have many possessions it means they don't have much money. 

A separate paragraph stating in all capital letters that "owner's insurance does not cover tenant or tenant's possessions".

Changing locks and setting property out before an eviction court proceeding has awarded possession to the landlord falls under self-help eviction and therefore it should not be done by those who wish to keep things legal.

I would propose a few extra days for pick up and then say their possessions will be disposed of or donated to charity on such and such a date.
