Sometimes if people do not like the evaluation then they can try and stiff the appraiser with paying for it.With an appraisal for a bank, construction loan,etc. the appraiser has standards to meet and can be held more accountable so those reports tend to hold more weight on accuracy although an appraisal is just an opinion and not an absolute.No legal advice given.

As with any business, there are strategies that can be employed to legally minimize the taxes, and that holds true for a flipping business as well.It's like saying "will people still open hot dog stands because of the taxes?".

I imagine that the legalities are complicated and if the building fails to cash flow at the expected amount or the owner needs to sell and cannot get the assumed equity out of the building then the investor might be unhappy.

Hard to say exactly what to do because states are different but I personally would get the legal eviction process started and follow through.
