Bi-Level appraisal help

Hello, 

I'm in the process of getting a home equity loan. We got our appraisal done and it came in very low. The issue is that it is a Bi-level and the appraiser isn't counting the downstairs as Living space even though there is a master bedroom full master bathroom and powder room. The downstairs has Normal size windows and three different entrances to the outside. The total sqft of the house is 2135 (township records) 4 Bedrooms and 2.5 bath, but she has it as 1236sqft 3 bedrooms 1 bath. Is this legal? If so who created this law and were can I find it. Is there anyway around this issue. One Idea i had was disconnected this water line from the upstairs bathroom so that the only functioning  bathroom would be downstairs? Would the downstairs have to count it that were the case. Any advice would be greatly appreciated!! Thanks.
