I also know that he'd need to grow into the position, but once he has a grip on it and a good team of subs, a partnership would mean we'd work together exclusively and I wouldn't be sharing him with a bunch of other investors!

I agree with the other sentiments that this law seems reasonable and that it will weed out the investors not willing to go through the processes, making it better for investors who are willing to put in more effort. 

I have been mainly a buy and hold investor till now.
