Finally got in touch and they had no knowledge of leasing efforts since nothing was done, so I got the lockbox codes and hired a new property manager. 

I had no idea it would take them 3-4 weeks to prepare plans, and another 4 weeks for city approval.

The school districts aren't great so I am concerned but he says he only rents to college and medical students and has had no problems.

Of course, that was a huge red flag and dismissed them immediately.But it seems that you have had no issues having the properties inspected.

How would you feel if you did, and someone took them over, doing what they wanted (whether or not it is a needed service), and you had no power to say no?  

The first rental property I bought had an active inground Oil tank and the bank had no issue with it. 

Obviously, I had no income, but my wife and I had masters degrees and 20k in the bank.

When a tenant moved recently they wanted the name/color of the paint we used in their apartment for the home they just bought & we had no idea what the mix was. 

I've heard others say they have had low ball offers accepted, but I've had no luck with that.

I upgraded the units, screened tenants, treated the tenants with courtesy and respect, and we had NO murders during my time there, and much better occupancy and collection rates.I'd say a LOT of it depends on your management style and  people skills.
