Houses in hot neighborhoods that need serious repairs? 

As far as your concerns go with the lien -- there's risk at any point when investing in real estate. you'll hear about them not paying the bill from the city long before they would put the lien on the property.

Good point about the regulations as I don't believe the city would outright ban short term rentals, but would rather impose a tax on it. 

Any landlords out there in the Greater Cedar Rapids, Iowa City area sick of their Coin-Op laundry suppliers? 

It's located near a quiet historic downtown with high house prices, but it's also only 2 minutes from the on ramp for the major highway which I believe is a good for commuting to any of the 3 major CT cities that are within a 30min drive from this location.

As I do not have as much cash on hand at the moment and am looking for an attractive return, I am looking into the Newark area, some parts of Jersey City and Trenton NJ.
