My biggest suggestion is to go meet with the city in person as that is much more effective than calling in.

We do this type of analysis in Reno, but instead of going one property at a time, we do it for the entire market simultaneously, so our clients can see the best deals based on potential cash flow and compare them to others in the market. 

The problem is, the inexperienced operator hasn't perfected the ability to buy off market properties at the purchase price that makes sense, so they often over-pay and then encounter less lending options as a result.
