I think it's a great idea to connect in town investors with out of state investors.

I know I need to get solid idea of material cost, and this is the most consistent recommendation I've heard. 

I like the idea of lease option for the sake of the Tennant as well as they are more likely to stick around and not cause damages, but I am not willing to tie it up for nothing down without some benefit for me.

I have no idea if you can get approved or not, but all the reasons you've been given so far are a combination of BS, overlays, or just bad info.

I would also suggest looking into house hacking, and familiarizing yourself with all of these options (these ideas and more you'll be able to find in Brandon's book).

From a cash flow perspective its going to be easiest and most straightforward to make an ADU.PM me the address and I'll take a look and give you some ideas.
