With a residential builders license you still need a separate license or licensed person to do mechanical work like plumbing , electrical, and hvac.

For the chimney, you need to use mechanical embedded anchors to hold the chimney from falling out of plumb any more than it is. 1 1/2" isn't the end of the world, use the anchors and tuck point it to join it with the brick veneer again.
