It might motivate them to pay.While it's nice getting the guaranteed rent from the government every month, it's depressing to have to deal with these deadbeats that have everything handed to them and still refuse to pay you the money that's due.

A government based company would not pay attention to you and allow any benefits is you could not work for a disability because you have no compensation that shows you have been paying them tax money if that is recent enough.

No telling what will happen when the artificial job market in DC bottoms out (i.e. inefficient government jobs supported solely by tax payers) and outrageous rents like paying $2,300 for a 650 sq ft 1BR unit are no longer realizable.
