In my area (and I thought program wide), the tenant is required to pay 35% of their monthly "income" to housing expenses. (I used quotes because their "earnings" are usually some form of handout) The 35% goes toward their utilities and any extra goes to their portion of the rent. Section 8 pays the rest. If their 35% is not enough to cover their utilities, then Section 8 pays all of their rent and sends them a check each month to cover some or all of the utilities.
