In fact if the base dial is on high they can warm the respective rooms very quickly to the point it becomes too warm

I have an upstairs unit in a duplex and my tenant just texted and said there is no hot water, she said it gets slightly warm but that's it, there is a separate water heater under the cabinet in the kitchen next to the bathroom, what could the problem possibly be?

Maybe, in order to get warm water to the sink or shower, the tenants in this building have to run water longer (than the other building)?
