Is it a complete no to buy a property which has experienced massive floods?

I actually have two different opportunities now, but one of them involves a massive pay cut and I would have to do fundraising (nonprofit sector job), and the other one is a 6 month rotation to another office where I get to try something new.

I have a great concrete guy, who we consult with for cracks and water issues,  if you need a second opinion. 

Most of which in Alberta as I moved to Grande Prairie as soon as I graduated from University.One of which was a condo that worked out ok in the end but was a massive headache for years.
