Dealing with inspectors for rental property

Hello Bigger Pockets!! I recently bought a house that was a 5bedroom 2bath and converted to a 2 unit multi-family home. This was done prior to me owning the property. Home Is now a 2bedroom 1 bath full basemsnt wIth huge 1 car attatched garage for the lower and a 2bedroom 1 bath apartment for the upper with massive open attIc wIth staIrs for storage. Previous owner had the home inspected and licensed as a 2unIt rental until may 2019. I'm not sure if they ever had it rented. I bought it vacant. Reason I bought this was because I couldn't find a decent 1 unit for this price. I got the place for 36.5k and over all it's in great shape. The only issue I had with the place was I wanted each tenant to pay their own utilities. I believe the previous owner had the rentals listed with utilities included. I saw a lot of futures issues with this business model so I decided to split everything. i then hired licensed electrician (electrical permit pulled) and he separated the upper and lower units giving the upper unit its own service. I then hired a local licensed plumbing company (plumbing permits pulled) to come split the upper and lower units water and also add a laundry hookup for the upstairs unit. This was done for a reasonable cost of $3,800. All new pex. Inspector then came in and passed everythIng the plumbers dId but said since a pvc pipe is being used from sink drain into the wall in the lower unit kitchen drain (previous owner) where the house was originally piped with cast iron in the exterior wall now the drains had to be moved to the inside of the home. Getting rid of the grandfather code.. Being that I want the entire house up to code to pass as rental I then hired the same plumbers to install all new drains at $3,700. This was completed but now the plumbing inspector said due to the walls that were opened up to install new plumbing a build permit from city will be required. Here's the next problem... Now I go down to city to pull a build permit for the whole house for plumbing and electric work that's already been done. Now they tell me that since the house in in my business name I can't pull a build permit on my own home. I now have to hire a licensed builder to pull a build permit. I then tried to hire ServPro to just pull a build permit and just repair the drywall the plumbers had to cut to do their job. This quote came back at 3,800. Thefe was NO Way I was paying that for a $500 drywall job. This is where I'm at now... what should I do... About to get my general contractors license for $300 for 60hr course and then I can pull my own permits. But I need this house finished NOW. I'm losing out on a lot of income n costing a lot in holding cost. Any advice out there? Anyone been through this? Thanks Rick
