You'll need to interview agents and find one who is willing to support the type of investing you want to do and you'll have to sign an agency agreement with them for them to work on your behalf. 

Are their building/housing code enforcement agencies in the areas you're buying?

When you fill out the RPA, include a "Seller Non-Agency Agreement" (C.A.R. form SNA). 

The state mandates that Local boards of education and Public agencies shall require every multiple occupancy bathroom or changing facility to be designated for and only used by persons based on their biological sex.

A number of investors do not want to have their license, even if it is financially in their favor due to having to deal with the increased government oversite from the real estate commission and other agencies.
