Although the way the title company explained it to me is that those Judgements are attached to the property which according to them it means they will follow that property until they’re paid off or removed but she doesn’t know how to remove them.

Sorry, disagree, bellies are where all the supposedly "disposable" stuff collects, over and over.If you're handy enough and want to avoid the cost of digging up the line now, go to the cleanout (assuming it's upstream of the belly) with a pressure washer and attachment and blow out the line on  a regular basis.

Trailers are PERSONAL PROPERTY (in OR hence the license plate) and NOT FIXED (ie they need to have wheels and be movable) ATTACHED IMPROVEMENTS (which are depreciable).
