If the rehab is in low-income place, you are not going to put in the same money as compared to an upper-class place, that's not cheating, its business.

The VA will not let you purchase a fixer-upper because the loan is designed to protect the Service-members.  

You might have a legal leg to stand on here, of the family doesn't want to cooperate.

To my dismay realized it was no longer zoned residential but Employment Center (EC). on the upper hand found out that the lot it sat on is 3acres bigger than i thought it was. turns out the small dead street is its driveway and there 2 residential houses and a couple of mobile homes on it.

The current tenants are long term tenants in the bottom (its an upper/lower duplex) and they do all the snow removal and lawn care for the property.
