I feel this tenant is going to be pain in the neck.

As many have said and I am sure you know by now, the block you purchase on will make or break. 

The tenant was previously told to keep the area clean of any debris and she is generally on top of things but at the same a pain with requests (she wanted me to install shelving in the basement at my expense, at move-in she said the property wasn't clean because there was 1 hair in the tub -I think we all know this kind of tenant).

If your houses are blocks apart then how would your policy protect other tenants from violent felons?

Since I came back from vacay to find neighbors complaining of drug (meth?) activity at my duplex and all sorts of crazy industrial junk stockpiled in my yard, now I can't even get my own car into my own driveway.Today...

They are all concrete block constructed.

Butcher block from Ikea is a super cheap counter top that looks high end and costs ~$140-200 for an 8ft counter.  

I saw a auto parts store that was only a year old, made of concrete block and steel get knocked to the ground and the place next to it that was maybe 10 yrs old sitting there without a scatch.

Just like you, I didn't see any point in wasting my time on hundreds of calls or emails from tire kickers and this process has greatly reduced the amount of time I spend on people who I don't want and has quite honestly reduced the pain and suffering that is a large part of filling vacancies.
