Many cases of 90% LTV anything do not exist, and 80% LTV anything do not exist much either (unless it is a purchase on a rent ready property or a delayed purchase).

I heard this on a pod cast before where the investor buys 15 rentals, 1 every year for 15 years. 

Section 8 typically has a cap on the rent rate, dependent on bedroom counts.
