I am suggesting to talk to a lender and explain your situation and see if it something they can work around to get the ball moving for you.

If you want to make a low ball offer and then you can get on the email list ( or your agent can) when HUD sends out a counter offer with their lowest current acceptable price.

Respectfully, with an explanation that it is in their best interests to cooperate if they want the option exercised and the house sold.And I hope you hear what Bill Gulley is saying, and aren't claiming that you are a final buyer with "partners" as opposed to a wholesaler selling an option.
