hi doug. i am a home inspector from the western new york area. i ave seen this repair to the foundation several times, and have, in fact, did this kind of repair myself in a flip house. this type of repair is a preventative re[air. it does not correct the problem, but does keep the problem from getting worse. to replace the wall that is in question would be an expensive repair, much too costly to factor into a rehab project. to answer your question, no, this would not scare me away from buying the place. in fact, having done this kind of repair in a recent flip, i can tell you it did not keep prospective buyers from buying my flip either. 

Plumber says I need a scope and probably hydro jet or something.
