Hello, I have a property in Pittsburgh.  Tenants had a clogged toilet.  Sent the plumber over to put in a new toilet and snake the drains.  He tried 5 hours and couldn't clear it.  Plumber says I need a scope and probably hydro jet or something.  So does anyone recommend a company that does this in Pittsburgh PA.  Also, should the plumber charge me $700 for a job not completed.
