I think some investors will try to skirt the building inspectors and not permit/strategically permit because of the perceived hassle, cost, and added timeline of dealing with the local building department.

I always like to say in the beginning try and mitigate your risk as much as possible.

You didn't mention anything about trying to resolve the situation which will entail selling the property.

Keep an open mind and try to meet everyone at these meetings.

I know the capital gains tax on investments shorter than 1 year have at least 35%+ tax.I try to tell people to beat the tax with volume, the 1031 exchange program can be a pain with their guidelines and process. 

Just trying to figure out all angles and hear everyone’s advice.
