It is a simple fix - just sand and refinish the floor and make sure temperature in regulated in the summer (can be a challenge while renting).  

Trim is refinished wood or white paint.Sheen:  Satin or Eggshell for the walls, Flat for the ceiling, Semi-Gloss for the trim.Brands:  Miller, Sherwin Williams, or Behr.

I have about 25 units in SE MI in that price range and my first choice is to refinish hardwood if available, and give it 3-4 coats of poly.

If you have a hardwood floor under the carpet - just refinish it.

I'll keep it simple for best value for buy and holds; new flooring, paint, new cabinets, refinish tubs and sinks, new appliances, landscaping, and credit checks.

Obviously we can refinish them, but that is fairly expensive.

The hardwoods are already there, just needing to be refinished.
