I would want to reach a special type of seller; commercial owners, vacant house owners, short sales, folks who are back on their payments with the mortgage company and all others who want to sell but are ashamed of the property they live in and don't want to be embarrassed by calling an agent.Radio ads, TV, direct mail to targeted owners and network with selected agents.Radio and TV ads pull leads.You need to be ready to make offers.

I'm sure that could be effective but it seems it could embarrass the homeowner.
