How do you look up homes that become vacant here in Norfolk the city of Norfolk department of public health - Bureau of environmental health will put a notice of violation on your door if your home is unfit to live in or not kept up with so shouldn’t there be public records on this info?

I would make him bear the costs of said checks.If he doesn't pass (or you don't want to add him), serve a notice to cure or quit.You don't want an unauthorized occupant in your rental unit as (at least in NY) they will earn tenant's rights.

You could have another tenant in the basement with you if you choose but keep the upper levels in-tact as one residence.Obviously when choosing a home choose one that has it's own private basement entrance/exit.
