They are choosing to use your rent money for other things, it's your job to enforce your lease to the letter, otherwise it is just a piece of paper with no real consequences.

What you may be best off doing is offering to partner with an experienced investor, with you bringing some knowledge, while they're bringing experience to the table, and offer a slice of the pie (typically the bigger piece, or 50/50 since you are a newbie) and they'll bite, as they're not yielding time, possibly money, but rather their wisdom and experience alone!
