Did the current landlord get parents to co-sign on these leases?

I've never rented a house, only apartments before I bought my first and only house.Is it so commonly known who pays which utilities that landlords don't bother listing that detail?

For example, Dumont, New Jersey just raised property taxes 2.35% (above the state-mandated 2% cap), however their Rent Control Ordinance only allows Residential Landlords to raise rents by the CPI percentage, which is currently 0.008%! 

Was really only looking for additional information that some of these senior landlords may have gathered throughout their years. 

He wants out of the home and landlord situation so he is motivated.

I believe I would like to start with some Raw Land flips through tax liens in order to develop some working capital.  

Present it to them like its a way to collect the money that would be their "rent" monthly without being a landlord and not having to do anything except sit back and collect for 10 years.
