Should I create a separate management company through another LLC and pay it a standard commission, or should I operate it under the existing LLC that owns the units to avoid the complexities of setting up a new LLC structure?

It sucked to live in a job site for a year or two only to move out once it was nice, but that's a better return than index funds and money market accounts. 

I have been a landlord for quite some time while also holding a fulltime job.

You'll get a sense of it's "$5/sq ft for LVP flooring" or each window costs this much, exterior paint job is $6000, permits, etc Add up every little thing including light switches and electric outlets. 

So like I fool I thought this person worked a couple jobs putting in 80 hour weeks and rehabbed his own house etc.

Someone who works out of state with fire and government jobs but maintains permanent residency in home state with intent to return on taxes, license, etc.

What is bringing people to Las Vegas are jobs.

I think most just save cash from their day job. 

I would analyze it against ones operating in your area already.

If you're just buying the building the building and leasing it to an operator, your list of things to do and potential bumps in the road are somewhat reduced, but either way, proceed slowly and methodically, especially if this is your first RAL.
