A warzone neighborhood is heavily crime riddled from home invasions, carjacking, to purse snatching, drug infestation, unkepted lawns, trashed streets, abandoned vehicles(which oddly enough Philadelphia local officials have taken a stand on those back in the 1990s and they are rarely seen at all today but the blight houses still exist heavily).

Then there is also maximum occupancy standards, and other code enforcement regulations that officials can be informed of without having to get your name involved as of yet.All the while having the showing realtor take approiate pictures (they are always taking pictures) which doccuments some suspicions for later official complaints, if needed.And code enforcement comes from more than one departemnt.
