I believe you would have to offer something extremely competitive over other landlords to still attract the best tenants, and you are not really effecting your bottom line if you are stagnating or reducing rents to offset utility cost to the tenant, you are just reducing potential risk of cost.

In my opinion, if the program was truly about reducing blight and/or code violations, then there wouldn't be a way for property owners to just pay the fee and "self-certify" that the property is in compliance (an option that many of these programs have).
