@Erik Whiting I understand what you're saying, but in practice state borders are porous and we've seen a lot of people leave Rhode Island for other parts of the country where governments and taxes are more friendly to businesses, and consequently there are more employers/jobs available.Texas and the Carolinas, not to mention Florida (an old favorite of Rhode Island emigrants) have been places people have commonly gone after leaving RI.
