In my area, taxes for a home are unlocked for the first year of new ownership which brings them up to current market value, then locked after that first year.

Just that the bank locked their rate even when the prime rate fell?

Here in the USA we can lock out interest rates.....while in SA rates remain floating.

In order to lock down a good deal bought off market most sellers want the property to close in 2 weeks or less. 

Can I change the door locks?
