I.e. the south end of Hartford is WAY different than the north end, which is much more dangerous.

I do not think the entire city is dangerous but there are some places that it does not matter who you are or what you know.

Essentially the entire thrust behind the program is designed to saturate the U.S. territories and Canada with as many students as possible to extract profits as far and wide as possible down the funnel of the program.

I would not consider any city on the top 100 most dangerous cities list.
