Dutchess county New York Tax delinquent list for Vacant land

                 1) Want to contact land owner who are behind their taxes , even before the land goes to auction

                 2) NOT interested in Tax Lien or Deed auctions

           3) Read the threads here on Tax delinquent lists and @Seth Williams's blog / website /videos

           4) Agentpro247 , unfortunately, does not have any tax information for Dutchess county NY. Selecting Distressed = Tax - Yes returns zero results. 

           5) The county website seems to have some data. But not sure this is what I need.

              January 2018 City / Town Tax Rolls ---> Under this link, they have a PDF file for each Village/ City in Dutchess

6) My question:: Is this just a list of EVERYONE who owes tax? or just of people who are behind ? How do i know by how many years they are behind ?

7) I am pretty good at web scraping/database/ excel etc, so, i do not care if the information is complete, All i need is the APN. 

8) PS: I am NOT trying to get into the land wholesaling business now, I just want to buy ONE land parcel to build on. The land wholesalers have a big mark up. I want to save that money.  So, another alternative is, find the desirable parcels on the GIS map, check their tax status and then contact the owner.
