If a licensened plumber does the work they may accept a certificate of work stating the repairs were made.Not just FHA, any conventional loan will have the same issues so the owner needs to correct it, after they do you can try again and if within 90 days some of your docs will still be good to speed things up.

In a few states, and only in evictions based on nonpayment of rent, and in very narrow circumstances, a tenant can stop an eviction at the last minute by filing for bankruptcy -- if the tenant files a certification and pays back rent and forward rent.

I've done a few fire jobs over the years and I would rely mostly on a framing contractor, if it was severe damage then you may want an engineering cert if there's serious structural damage but it depends on the size of the area that's damaged.
