I would recommend a drip campaign where you start maybe with a postcard, then send a professional letter-head mailer, then maybe a personalized hand-written letter.

I use a service called call rail that is a monthly service that gives me 10 # and texting through these numbers and it routes to my personal phone. they can't be linked back to me for my bandit signs for example if the town is trying to find out who it is. it's also great to track where your leads are coming from so i will assign a # to each campaign like bandit signs or mailers and I can see my response rates through this system.
