Your best bet to find motivated sellers like this is to develop relationships with active apartment brokers in your area. There is zero cost to you when buying through a broker because commission is a seller's cost. Brokers work for years to establish relationships with local owners... It's their job. You could certainly find these deals through a direct mail campaign on your own, but it depends on how much energy you are willing to invest in that. Once you develop a strong relationship with a broker and establish yourself as a closer, they often send you "pocket listings" of off-market deals before bringing them to market.
