Often times the county uses a sale as a reason to increase the property tax because they don't want to be undervaluing a property for tax purposes.

Whats the purpose of the starting bid if its necessarily 1/3 the cost of what your first bid should be haha?

My having an MLO license is solely for the purpose of brokering notes or purchasing/originating notes of my own, wherein my real estate sales associate license is not in any way in play.Is this making sense?

I am wholly unfamiliar with markets there, but I do know that in many European countries rental properties have been within families for generations rather than being contemporary purchases for the specific purpose of creating rental property. 

Try to see all the deep, self-exploration work as being "strategic" high-level thinking about your over-all game plan to be in accordance with your personality/purpose.

That's the purpose of screening (S8 or not).

The purpose is to reduce your cost of funds expense as low as possible.
