Just run the calculations on the total cost of adding another bed/bath vs the increase in rent.

You will definitely be able to increase your rent or asking price. 

Increasing the quality of a set of photos only helps in the situation.

We voted down a special assessment of $2,500 for painting back in October and a $100 increase in dues for painting in December, but the board has just sent notice of another meeting to be held in March for a vote of a $2,350 special assessment. 

If so you would likely need to pay the estimated repairs out of pocket and it would increase your cash down for looking at cash on cash return. 

Also make sure your career has an upward income projectory or consider a change of careers to increase your income.
