(I am planning on re-doing the backyard to increase the value of the house by adding a hot tub, an above ground pool that is built into a brand new deck, re do the fences and add artificial grass along one side of the back yard where I have a putting green and then adding a sand pit area on the other side with a fire pit that will be next to the pool.The house is located about .75 miles from the beach so in the summertime this entire house could poteintally rent for about 10-20k per month.

Never dealt with whatever office handles Fort Bend I don't think, but most of them are pretty good about notifying lienholders, especially if they are easy to find like this one.As @Philip Traynor mentions, most non-governmental liens are wiped out with a tax sale....so demo liens, grass mowing liens, IRS, etc do not typically get wiped out.If there is a $250,000 2nd on a property worth $300-$400K, my guess is that it will get paid before the auction.

You could talk to HOA but they are fed up with this person and ask who you are and say your a wholesaler they will roll their eyes and tell you to buy it at auction

In the front: kill the weeds on the driveway/curb, repaint the garage door, buy a product to remove the oil stains in the driveway, make a small mulch bed around the tree and plant flowers around the tree, plant some flowers, a bush or some sort of plant where the snow shovels are, to the right of the front door plant some bushes and flowers (using edging stone to separate the mulch and grass could look good), and repaint the front door and the trim to something more modern (yet won't clash) that will help the place pop despite the older look of the brick.
