If the grand list grows and the town budget doesn't grow, then the mil rate would go down and your tax would not increase.With the evaluations going up, this will be a year that the towns push the budget's higher so you will see an increase. 

Your offer should have included a requirement that the Seller transfer all tenant documents (application, payment history, lease, addenda, etc.), spare keys/openers/codes, prorated rents based on the day of closing, security deposits, and anything else pertaining to the rentals and tenants.

If they are all full then maybe pursue your idea.
