If talking doesn't work or legal action, then I would have to hire police and assistance to get them out.

Of course you can hire an answering service, but they aren’t going to be able to assist the guest in any meaningful way.

We will negotiate a reduced rent with reasonable payments on the reduced rents to start when she can start working again or gets government assistance. 

As many are already living paycheck to paycheck, we're preparing for at least some current tenants not paying rent, as even if they receive assistance, they may not actually pay their rent with it, especially if governments say they can't be evicted.
