In the county I rehab in, an inspection is required for re-connection of residential utilities that have been off for one year. 

Close to intown I see crazy prices that are not sustainable, lot's of old houses falling apart with lipstick on them and over valued, high property taxes, aging county and city water and sewer systems (some 100 years old), etc.It's just not my cup of tea but other people love it.

In my personal experience (as an investor and agent), appraisals track fairly to market values in Onondaga County. 

Typically, if the city has a lien on a piece of property (for an unpaid fine), and someone buys the tax deed at the county auction, will they still have to pay off the lien or is it wiped out?

Like me I currently invest in Ionia and Clinton counties hoping to add a few more to my belt soon.
