City Lien on a tax deed property

Typically, if the city has a lien on a piece of property (for an unpaid fine), and someone buys the tax deed at the county auction, will they still have to pay off the lien or is it wiped out?

Great, another question about liens and the poster doesn’t say where the lien is.
